cant get heater to blow cold

hi
i have a 51 plate trooper  3.0 which as beeen coverted back to 3.1 by prevoius owners,
i brought knowing that there was a fault on the car heater , when you slide the control from red to blue its still blows hot.

i took it that the motor that controls it had gone so i have replaced it, but still no movment when you move slider,
so i have just changed the the control unit in dash.

but still the same problem no cold air as the flap motor is not moving.

the air con as not been top uo since conversion? could this be the problem
or is there a sensor that i need to locate,
