After look at this more on my 99 trooper the old owner took a vacuum line down to the actuator on the hook where the gray solenoid hooks to on the actuator now tried to pull small vacuum on the diaphragm on the actuator. i used my mouth just to if it would stop but i guess the diaphragm is bad in it.But why hook up a line on the other end and hook it direct to manifold vacuum
