Brakes on 3.0 - Were they ever Great ?

Hi Folks,
3.0 Trooper (LWB). 2002 ABS
Test time again and the brakes have never been sharp
on this Trooper.
One thing always at the back of my mind is the warning in the manual
about bleeding the brakes with the engine on. I am fairly sure
This was not observed before I got the vehicle.

Or is it the case the brakes are always "marginal"
on Troopers.
Bled very carefully, slides greased, fluid changed, discs and pads good - vac appers to work ok.
ABS working in the wet, never engages in the dry
Simply feels like not enough power in the calipers to stop the disks (rotors).
Any thoughts appreciated.
