Steering wheel question

During the MOT some movement of the steering column was noted.I've traced it to the up down adjuster mechanism area.There is a nut and bolt to the off side of the column and a brass coloured pin that would allow swivelling if the bolt was extracted,to the near.The bolt is tight,the play is in the pin.Can it be removed without drilling,and replaced with a bolt or a new pin?If my description is unclear,I'll try and get some pictures of the wee behooly.

you sure it's not the shear off bolt that comes loose just under the top cover?
