Flaring steel brake pipes

Original steel brake pipe burst due to corrosion just above the union that goes into the front L/H flexi. I would like to join a bit of cunifer pipe to the original steel pipe where it routes up the bulkhead in the L/H rear corner of the engine bay, about half way up.

I have a hand held flaring tool but because the steel pipe is so much harder than cunifer it tends to push the pipe back through the die when attempting the convex (first stage) flare. I want a concave flare on the steel pipe which you would normally do after have done the convex flare and have found if I skip doing the convex flare first and use the concave tool only it produces a concave flare that looks ok.
I know you would not do this with copper or cunifer but is it ok with steel?

If not, do you have any advice on how I can stop the steel pipe slipping back through the die when doing the first convex flare?
