Glow plug issues after injector seal change

Hi All, have just changed the injector and sleeve seals, back together and starts and runs. Now have no glowplug light and slower starting. During the sleeve change I replaced the oil temp sensor plug, could I have reversed the connections and would this cause these symptoms? There is only 9.5V at the glwplug, 12V at battery, scrathching head, any advice welcome
