Non starter with odd issue.

Hi all, just entered the Trooper fold again after a few years, just bought a SWB 2003 Trooper 3.0 as a non starter, apparently the injectors have been sorted and was running fine then stopped then started again eventually then stopped, I checked the obd and has a fault code of P1626 Immobilizer System Engine Control Module To Body Control Module Communication Malfunction, cleaned and checked the wiring and plugs etc and all seems good, then I checked the ECU J3 plug when disconnected with ignition on and it gave the following readings, 1-1.068v  2-12.18v  3-0v  4-1.377v  5-0v, could it be the bcm or immobiliser throwing the voltage out through the j3 plug? what are your thoughts please and any tests I can do. with the plug in the ecu and ignition on do you have 12v on the two red wires?

when you put the ignition on does it flash the check engine light at you?

does the glow plug light come on with ignition on?

The two red wires have 4.3 volts when plugged in.
The ignition light flashes really fast for a few seconds then once every 1/2 second.
The glow plug light comes on with ignition then goes out as usual.
brake lights work fine and fuses seem good.

the red wires should be 12v as they are fed via two relays from the ecm 50a fuse

So it could be a relay issue or the fuse.
