I have a 1996 duty how easy it is it to fit front fog lights, is it a case of changing the existing bumper to fit the new fog lamps  or i am better of changing the bumper to a citation type bumper with the fog lights in.

Depends what you want to do and how much you want to spend.  The cheapest and easiest way is to by some bolt on aftermarket items.  Then just drill a mounting hole in the bumper.  Ring do quite a large selection.
I put some on mine in the blanked holes found on a mk5 without the fogs fitted.  But they only lasted about 3 months before they fell off.
