TECH2 Reads 0V Battery Voltage

J2-10(Battery) reads 12.2V.(whether the connector is connected or not to the ECM)
J3-1(Ignition) reads 12.2V(whether the connector is connected or not to the ECM)
J3-2(Ignition) reads 12.2V when connector is connected to ECM. It reads 1.6V when not probably because ECM is not powered.

C14 fuse(stop lamp) is okay.
C16 fuse is okay(ICU supply).
ICU terminal 1(from C16) reads 12.15V
ICU terminal 5(from Ignition) reads 11.9V

J2-30(ECT Sig) reads 3.4V when ECT is connected. When ECT is removed, reads 4.3V.
But ECT at TECH shows 150C. It's a cold engine.

J1-8(TPS Sig) varies from 0.5V to about 4.3V. But the TECH2 shows 0V.

TECH2 could read when key is at ignition or not. but could not detect others.

Do you have recommendation?
