Sorry, mate but these things are complete and utter BS intended only to con money from the gullible.
If it were that easy to obtain a 13 - 22% fuel efficiency increase the manufacturers would install them from new rather than spend millions developing injection systems and the like and all the greenies would positively insist on them.
That's only my opinion, mind.
