found this stuff in motor factors its called dipetane fuel treatment anybody use it

Never heard of it before now. Some very bold claims though!
10% improved economy sounds like snake oil to me. Even BP Ultimate doesn't go that far.

5th Gear tested 'some' fuel additives and they were all snake oil, some even reduced efficiency / power.

I have used Amsoil's Cetane Boost Diesel Fuel Additive and Diesel Concentrate Performance Fuel Additive  and liked the smell and placebo effect of them both but did it help? <shrug>
Having run mostly BP Ultimate and now a 50% rape seed blend to the bottom of the tank, I have yet to clog a fuel filter so can only assume my lines, chambers and injectors are already clean.
Stick to quality fuel and oils, they have all the additives needed.

Best thing I did was block the EGR valve - more power, no black smoke.
