I had my 2003 3.0D jacked up today and turned the front wheels. When turning them I found that they turned the front axle, even though 4WD is turned off (I'm sure of this because it's driving live 4WD is off and the dash light's off).

Would I be right in saying that this means that the locking wheel hubs are playing up? Do I to dismantle them and try to free them up? And if so, any pointers on how to do this?!

Nope that is perfectly normal. You have fixed/locked hubs on the front wheels. Means they are connected to the drive shafts at all times.
